Kikwete and Panel of Elders "to peruse" Mumba's damning report. Gene is out, don't dare even try putting it back! W Mukori

Dr Nevers Mumba and his SADC Elections Observer Mission (SEOM) team’s preliminary report condemning Zimbabwe’s 2023 elections as flawed and illegal has caused such a storm Zanu PF and SADC itself are at sixes and sevens as what to do. They have roped in the Panel of Elders led by former Tanzanian President Jakaya Kikwete to help find a way out.


“The government said Dr Mumba failed to declare his interest when he assumed his role as the head of the election observer mission and his personal interests were seen in the preliminary report,” reported Bulawayo 24.


"A Panel of Elders led by Former Tanzanian President HE Jakaya Kikwete is expected to land in Zimbabwe today. They will be here to peruse the controversies that emanated from the SEOM preliminary report. All members of the SEOM will be assisting except Dr Mumba @ZANUPF_Official," said Zanu PF acting director of information and publicity Cde Farai Marapira.


This is a typical Zanu PF knee jerk reaction: if the regime cannot deal with the message, it will go after the messenger with all guns blazing! Ever since releasing the critical election report, Dr Mumba has become fair game as far as this Zanu PF regime is concerned. We need to examine the facts.


SADC leaders wanted Zimbabwe’s 2013 elections postponed to allow for reforms to be implemented. “If you participate in next month’s elections, you will lose. The elections are done!” they warned Morgan Tsvangirai and his MDC cronies at the special SADC Summit meeting in June 2013 in Maputo Mozambique. 


As we know, MDC leaders ignored the warning and participated in the elections out of greed, as David Coltart later confessed. 


“The (2013) electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility,” confessed David Coltart in his Book, The Struggle Continues 50 years of Tyranny in Zimbabwe.



Zanu PF rigged the 2013 elections, just as the SADC leaders had warned. The regional leaders, in sheer exasperation at MDC leaders’ incompetence and betrayal, endorsed the results and granted the vote rigging Zanu PF legitimacy. SADC was to do the same again after MDC participated again in the elections with not even a token reform implemented.  


CCC and the rest of Zimbabwe’s opposition were participating in these 2023 elections with not even a token reform implemented. They knew ZEC had failed to produce even something as basic as a verified voters’ roll for Pete’s sake! Zanu PF was doing what Zanu PF does best - rig the elections - naturally. It was all business as usual.


Zanu PF expected the SADC election observer team to gloss over the glaring election irregularities and illegalities, as usual. Of course, Mnangagwa and his Zanu PF cronies were absolutely shocked when Dr Mumba and his team highlighted the election flaws and illegalities, instead. 


Dr Mumba, the little boy in Hans Christian Andersen’s "The Emperor's New Clothes”, exposed the Emperor’s nakedness and, freed from all their inhabitations, everyone is laughing. 


Of all people the Panel of Elders know that Zimbabwe is a failed state precisely because the country has never ever held free, fair and credible elections it its 43 years since independence in 1980. They know that SADC has not done the country any favours by turning a blind eye to Zanu PF’s failure to hold free, fair and credible elections. They know they will lose all political credibility if they fail to back Dr Mumba’s report and deny Zimbabwe the chance to end the nightmare of rigged elections and bad governance.

In the same way that ECOWAS has taken a strong position on coups in the West African region, it is time for SADC nations to take strong positions on irregular and unfair elections. BOSA calls for an Extraordinary summit of SADC nations to discuss the electoral crisis in Zimbabwe and how to resolve the impasse.

    "BOSA calls for all South Africans to reject the election outcomes in Zimbabwe. There is currently no legitimately elected government in Zimbabwe and South Africa as a member of the Southern African Development Community (SADC) should uphold principles of democracy and the interests of the region and all of its peoples," said the party in a statement.

    I wonder whether BOSA and all the other opposition parties and ordinary South Africans are aware that ANC government has taken a radicle stand regarding Zimbabwean elections out of selfish greed. ANC is fearful of regime change in Zimbabwe will encourage South Africans to seek the same next years and hence the reason why the party has publicly said it would not support regime change in Zimbabwe.

    ANC leaders are putting their selfish interests of winning next year’s elections above those of the country and the region. It is not in SA or SADC’s interest to keep Zanu PF in power against the democratic wishes of the people of Zimbabwe.

  2. Dr Mumba and his SADC Election Observer Mission did Zimbabwe a historic favour in condemning the 2023 elections. SADC Panel of Elders headed by former Tanzania president Jakaya Kikwete will review Dr Mumba's report. Let us hope they will not betray the long suffering Zimbabweans but falsely endorsing 2023 and granting Zanu PF legitimacy.

    “Chamisa has done his best !" you say. I am sure you can name many cases in which he did well. But does that mean he has never done anything wrong? If he has then surely we should hold him to account for that too and and just sing his praises for the right things.

    Even you cannot deny that Mugabe and his Zanu PF friends accomplished a lot in the fight for independence. They risked life and limb and thousands made the ultimate sacrifice. We rightly praise them for the heroic sacrifice but that does not stop us holding the regime to account for the economic ruins, the Gukurahundi massacre, etc.

    MDC/CCC leaders were elected to implement the democratic changes design to end the Zanu PF dictatorship. After 23 years, 5 of which in the GNU, they have not only failed to implement even one token reform but worse still they are now participating in flawed elections to give Zanu PF legitimacy and thus perpetuating the dictatorship. Of course, they will and must be held to democratic account for this, regardless of your list of Chamisa good deeds!

    Indeed, you and your fellow CCC apologists are foolish in your belief that leaders must not be held to account. You are not different from Zanu PF’s Mutsvangwa, Mangwana, Charamba and all the other party apologists. I for one refuse to be silence by village idiots like you!

    Chamisa is corrupt and breathtakingly incompetent and has proven this beyond all reasonable doubt. And has show this again and again and is doing so now.

    What is the point of holding fresh elections when you have done nothing to ensure the elections will be free, fair and credible?

    Coming from Chamisa it is no surprise he is calling for fresh elections with nothing done to ensure the elections are free, after all that was one of the reasons why MDC failed to implement even one reform during the GNU - they are breathtakingly incompetent!

    What Zimbabwe needs right now is to implement the democratic reforms and finally cure ourselves of this curse of rigged elections and bad governance!

If the Panel of elders led by former president of Tanzania, Jakaya Kikwete, in Zimbabwe for the express purpose of reviewing the SADC Election Observer Mission (SEOM) led by Dr Nevers Mumba which damned the 23 August 2023 Zimbabwe elections as flawed and illegal. If the confirm the report then SADC will NOT grant Zanu PF political legitimacy.
    In 2008 SADC refused to endorse Zanu PF’s elections process and to grant Zanu PF legitimacy. Mugabe was forced to sign the 2008 Global Political Agreement agreeing to the need to implement democratic reforms and the setting up of the GNU to implement the reforms. History will be repeating itself.

    If the elections process is condemned then there can be no legitimate regime. There was no need for a court challenge in 2008 and there will be no need for one this time either. Professor Stephen Chan is wrong is saying otherwise.

    If the Panel of Elders decide Dr Mumba and his team were to harsh and water down the criticism making them recommendations to improve future elections. Then SADC will grant Zanu PF political legitimacy. Whether or not CCC mount a court challenge of any of the result it will have no bearing of SADC’s decision.

    Whatever happens, Dr Mumba and his SEOM friends must be remember as Zimbabwe’s true heroes because their report gave the nation the best chance to end the Zanu PF tyrannical rule since the 2008 GNU.

    If the Panel of Elders fail to endorse Dr Mumba’s report it will be yet another case in which the long suffering Zimbabweans were sold out, a very familiar tale for this nation!

    The original goal was to implement the reforms to stop the rigging of elections. After 23 years, 5 of which in the GNU, MDC/CCC has failed to implement even one token reform! Have you ever asked them why they have failed to implement even one reform?

  10. THE Southern Africa Development Community (SADC) Secretariat in Botswana has dispatched its Panel of Elders (PoE) on a fact-finding mission into disputed 2023 harmonised elections results in Zimbabwe.

    This follows a damning preliminary report of the SADC Election Observer Mission (SEOM) chaired by former Zambian vice president, Nevers Mumba in the aftermath of chaotic August 23-24 plebiscites.

    The SEOM report is factual and was confirmed by other Observers. SADC leaders themselves wanted the 2013 Zimbabwe elections to be postpone because they knew without reforms the elections would never be free, fair and credible. The endorse Zanu PF victory then because they felt betrayed by MDC who disregarded their advice.

    The truth is SADC could not continue endorsing rigged elections and allow Zimbabwe to sink deeper and deeper into chaos and despair.

    This attempt to undermine SEOM's report must be denounced as treasonous.

Those who close the door to peaceful and orderly democratic change will delay change for a while but must know that sooner or later change will come and when it does it will violence and uncontrollable. For change is unstoppable accept that reality and you accept the reality that what we can control is how the change will happen.

    Those who resist orderly change have, per se, accepted violent change!

    Gabon has resisted democratic change by rigging elections to perpetuate dictatorial rule. Why the dictator is shocked there is a coup is laughable.

    Zimbabwe has had a coup already to remove Mugabe and now we need another to remove Mnangagwa! The 2017 coup was not bloody, who knows what the next one will bring!

  12. According to the CCC, these new polls should be under the supervision of a ‘neutral’ body – such as SADC, the AU or UN.

    As much as that sounds all well and good – but there is a problem with that thinking.

    Let us remember that the main dispute with the recent elections – as has been the case with all the previous ones, spanning two decades – is not necessarily the vote counting and tabulation alone.

    The entire electoral process is a huge sham and scandal – a point made unambiguously and unequivocally clear in the various preliminary reports by SADC, AU-COMESA, the Commonwealth, and EU.

    It is the process itself that is a problem.”

    I totally agree with you, these elections are flawed and illegal because the whole process is flawed and illegal ant not just the vote counting. The very fact that CCC are only focusing on V11 forms goes to show how little they understand what is going on here. But then, it explains why MDC/CCC leaders have failed to implement even one token reform these last 23 years and never will - how can they implement something they do even know.

  13. Jonathan Moyo, former Information Minister of Zimbabwe, has argued that Nelson Chamisa’s rejection of the election results undermines democratic institutions, national laws, the judiciary, and even Zimbabwe’s sovereignty.

    Moyo argues that the electoral process was conducted in a transparent, professional, and peaceful manner. He added that by advocating for international intervention in organizing a fresh election, Chamisa prioritises his personal interests over the will and welfare of the Zimbabwean people

    Professor Jonathan Moyo knows these elections were flawed and illegal and SADC Election Observer Mission led by Dr Mumba was right in condemning the process. CCC participated in these flawed elections to give Zanu PF legitimacy for the same reason they participated in flawed elections in the past - greed.

    How can CCC undermine Zimbabwe's democratic institutions when these institutions are Zanu Pf in all but name. It is Zanu PF that has undermining Zimbabwe's democratic institutions to create a de facto one party dictatorship. By failing to implement the democratic reforms MDC/CCC leaders have betrayed the people in helping to perpetuate the dictatorship.

Many South Africans are waking up to the reality that ANC is backing the wrong horse in backing Zanu PF. However, for reasons outlined above, the Mission noted that some aspects of the Harmonised Elections, fell short of the requirements of the Constitution of Zimbabwe, the Electoral Act, and the SADC Principles and Guidelines Governing Democratic Elections (2021)”.

    This conclusion has led to two harmful wrongs that are damaging to Zimbabwe’s sovereignty:

    The first harmful wrong is an outright lie being peddled that SEOM’s preliminary statement concluded that last week’s “election did not reflect the will of the people of Zimbabwe”.

    Flawed as it is, the conclusion of SEOM’s preliminary statement, which is quoted in full above, did not in any way, shape or form say that election was not a reflection of the will of the people of Zimbabwe.

    The truth is that, while the preliminary statement is flawed, it nevertheless did not conclude that the election was not a reflection of the will of the people of Zimbabwe.”

    Professor J Moyo is known for many things and one of them is being obnoxious pedantic. If the mission found, and they were not alone in this, “some aspects of the Harmonised Elections, fell short of the requirements of the Constitution of Zimbabwe, the Electoral Act, and the SADC Principles and Guidelines Governing Democratic Elections (2021)”. How can such a process still deliver a legitimate and democratic result?

    ANC is free to chose who they will work with but what the party is not entitled to is to impose on the people of Zimbabwe who will govern that country. ANC’s claim that they will not allow regime change in Zimbabwe is an outrage!

    Zimbabwe is a failed state after 43 years of gross mismanagement and rampant corruption under this Zanu PF dictatorship. Of course, the people of Zimbabwe have a right to free, fair and credible elections and to regime change if they should so decide.

    We know SA is fast becoming yet another failed African country after 30 years of ANC misrule. ANC is worried that South Africans may want to follow Zimbabwe’s example and have regime change in next year’s SA elections.

    ANC is hell bent on keeping the mystic of the liberation parties ruling and so is hell bent on keeping Zanu PF in power in Zimbabwe against the nation’s democratic wish! That must and will be resisted!

  26. If the SEOM report had been the usual see no evil, see no evil and say no evil and granted Zanu PF political legitimacy then there would be no SADC Panel of Elders in Zimbabwe right now. They know that they are in Harare to water down the report.

    These Elders must know too that they would be selling out the long suffering people of Zimbabwe who are hoping to have these flawed elections are declared null and void so that the nation can have another chance to implement the democratic reforms.

    Zimbabwe is a failed state precisely because the nation has been stuck for 43 years with a corrupt and tyrannical regime that has rigged elections to stay in power! The SEOM's report is set to put an end to this IF the Elders do the honourable thing and refuse to grant Zanu PF political legitimacy!

    No one should be frogmarched to attend a rally and to vote for a particular party. Zimbabwe is a failed state and the cure is implementing the reforms to ensure free, fair and credible elections.

    Zimbabwe, unlike China, does hold regular elections and so one has to ask why Zimbabweans have failed to remove this corrupt and incompetent Zanu PF regime?

    The answer to that comes in three parts:

    Zanu PF has never ever held free, fair and credible elections these last 43 years and so the nation has been stuck with the regime.

    It is an undeniable fact that the nation has had many opportunities to end the Zanu PF dictatorship notably during the 2008 to 2013 GNU and MDC have wasted them all. Worse still, MDC/CCC has been participating in flawed elections to give Zanu PF legitimacy out of greed. When you get a get-out-of-jail card people want to know why you failed to use it and not in the details of how thick the walls and floors are, the razor fence, etc.

    It took Zimbabweans nearly 20 years for them to accept that Zanu PF leaders are not the infallible national heroes they wanted them to be but corrupt and murderous thugs. The last 23 years the people have been calling for democratic change. They have risked Zanu PF’s wrath to elected MDC/CCC to implement the changes only to be betrayed. MDC/CCC leaders have got away with it because the people have no clue what these changes are much less how they are to be implemented.

    The United Kingdom commends the people of Zimbabwe for demonstrating patience and resilience in exercising their democratic rights, and especially for maintaining a peaceful atmosphere on election day and beyond.

    We share the view of the Election Observation Missions’ preliminary statements that the pre-election environment and election day fell short of regional and international standards. Issues included limited transparency from the electoral commission, the lack of level playing field, the passing of repressive legislation, long delays in the opening of some polling stations, and reports of intimidation of voters. The UK takes note of the announcement by the Chair of the Zimbabwe Electoral Commission of results on 26 August. However, we are concerned by a lack of transparency in the tallying of results, as well as the arrests of domestic observers.

    We urge all parties and citizens to continue to follow constitutional processes in the coming weeks, allow space for inclusive dialogue, and act with restraint.”

    SADC Election Observer Mission condemned these elections as flawed and illegal and, per se, cannot produce a legitimate government and it is heartening that many in the international community have taken note of this basic political reality. Even rogue regimes like ANC, who have their own selfish axe to grind, have had to shamefully withdraw their rushed congratulations!

  31. After all the huffing and puffing even Professor J Moyo could not deny the 23 August 2023 were flawed and illegal. This is a fact SADC has known all along and hence the reason the regional body wanted the 2013 elections postponed. When both Zanu PF and MDC ignored SADC leaders' advice the regional body resigned to granting vote rigging political legitimacy.

    This time SADC observers decided to do the right thing and point out the flaws and illegalities. Zanu PF is pinning all its hopes on the SADC Panel of Elders watering down the SEOM's report! Of course, these Elders know they are being asked to falsely condom these elections and betray the long suffering people of Zimbabwe! Professor Moyo’s winded wittering is expected to convince them the elections were free, fair and credible!

    These elections were flawed and illegal just because Zanu PF was allowed by SADC to get away with it in the past does not mean it was right! You cannot have free, fair and credible elections without something as basic as a verified voters' roll.

    Why the opposition has participated in these flawed elections is to do with greed nothing else! Yes Zanu PF has taken full advantage of the greed and, indeed, has encouraged it by throwing more benefits for those who win the few gravy train seats on offer as bait. Mnangagwa has even created POLAD for the losers of the presidential rat race.

  33. HARARE – The Zimbabwe Catholic Bishops Conference (ZCBC) has added to the chorus of condemnation on Zimbabwe’s just-ended election which saw incumbent president Emmerson Mnangagwa declared winner with a 52,6 percent vote.

    In a pastoral statement Thursday, ZCBC-CCJPZ chairman, Right Rev. Bishop Rudolf Nyandoro also called for an audit of the August 23 election saying this is one of the ways that could restore public confidence in the country’s poll process.

    The Roman Catholic clergy cited the myriad irregularities that marred the period leading up to the Zimbabwe vote and the subsequent chaos that characterised balloting as some of the factors that brought the poll into “disrepute”.

    The myriad of election irregularities have marred elections ever since Zimbabwe’s first post independence elections in 1980. Enough is enough!

  34. The decision on whether SADC will grant Zanu PF legitimacy will depend on whether the SADC Panel of elders decide to water down SADC Election Observer Mission's report. The report was clear, the elections were flawed and illegal and, per se, cannot produce a legal outcome!

    This is a tedious argument, CCC is accept as the country’s main opposition in one breath when it suits the popularity narrative. When it comes to apportioning blame for participating to give Zanu PF legitimacy CCC is consider insignificant. Chamisa won 44% of the vote compared to the rest of the opposition candidates who garnered less than 4% in total. Why anyone would argue that the boycotting by one commanding 44% will have the same impact as one commanding 1% beggars belief.

    Besides when participating will change nothing other than give legitimacy to Zanu PF the choice is plain. Chamisa and company have refused to boycott as a matter of principle because they have no such high moral values! CCC participated in these flawed elections out of geed and to pretend otherwise is laughable!

    Still, the origins of this mess can be traced back to MDC leaders’ failure to implement even one reform during the GNU when they had the golden opportunity to do so. Are you going to blame SADC for that too?

    MDC/CCC has failed to implement even one token democratic reform in 23 years and both the party leaders and their myopic followers will ever admit failure. Same with Zanu PF, after 43 years of corrupt and tyrannical misrule that has turned the country into a failed state and economic ruins they continue to blame everyone except themselves. No wonder the country is a failed state, we have buffoons in power and morons who are keeping them there!

    The question you should be asking yourself, if you had any brain at all, would be why would Zanu PF implement any reforms to ensure free and fair elections when they are guaranteed the participation of all the opposition no matter what?
    Indeed MDC leaders failed to implement even one token reform when they had the chance to do so during the GNU.

    Why would Zanu PF do MDC/CCC a favour and implement the reforms when it is clear they do not have to!

    The trouble with myopic CCC supporters is that you have your heads in leaders’ back sides you are now incapable of thinking for yourself. You cannot see even the most obvious thing!

    I totally agree with you, politics is not rocket science but it is not grade one a e i o u stuff either. Our people have opted to elect individual into leadership position and trust them to do the right thing with disastrous consequences.

    There is no denying that MDC leaders had the golden opportunity to implement the democratic changes they had promised, implied in the party’s name, during the GNU. The people assumed Morgan Tsvangirai would implement the reforms.

    It turned out that Tsvangirai and most of his MDC friend had no clue what the reforms were much less how they would be implemented. And since the people themselves were no wiser the MDC leaders sold out during the GNU and got away with it. The people continue to follow the sell outs as blindly as they did 23 years ago!

    USA ambassador to Zimbabwe 2004 to 2007, Chris Dell, said in a leaked cable back to Washington that Tsvangirai “was a flawed and indecisive character who would be an albatross round the nation’s neck if he ever got into power!” The ambassador could have said the same about all the MDC leaders. And boy oh boy! MDC/CCC have become milestone dragging the whole nation deeper and deeper into the crashing abyss.

    Having an electorate that is so shallow, thick and slow, they hardly know their left hand from the right, the nation’s failure a certainty. To this wildebeest herd, even with the benefit of hindsight of his track record of failure and blundering incompetence Tsvangirai is regarded an “iconic leader” by the herd.

SADC Panel of Elders have been in Zimbabwe for the whole week, today 1 st September 2023, was their last day; for the express purpose of watering down SADC Election Observer Mission's damning 23 August 2023 election report. The Elders were being asked to move the criticism to the recommendations and pass the elections as substantially free and fair and thus grant Zanu PF regime legitimacy.

    The very fact that the Panel of Elders have not said anything might be a sign they are refusing to be talked into doing something they know is wrong.

    Mnangagwa is plan to hold the swearing in ceremony on Monday 4 September this could be history repeating itself; Mugabe defy SADC and AU condemnation of 2008 elections only to be forced into the 2008 to 2013 GNU!

  42. MDC/CCC has failed to implement even one reform in 23 years and has been participating in these flawed elections out of greed. They now want to take advantage of the opportunity created by SADC Election Observer Mission to force Zanu PF to increase their share of the spoils of power.

    The crisis must be used to get the democratic reforms finally implemented. People must not allow CCC to stampede them into fresh elections without all the reforms being fully and properly implemented!
