ZEC allows ten (10) days for 5.4 m to correct voters' roll - proof they do not want verified roll P Guramatunhu

There was no way that ZEC was ever going to produce a verified voters' roll in the time allowed. The Biometric Voter Registration (BVR) should have started by January 2015, at the very latest, it was delayed until September 2017. First, ZEC officials announce at the end of the main voter registration exercise, in mid February 2018, that they have managed to register only 5.3 million voters out of the expected 7 million.  So nearly 25% of the voters were being denied the vote. Now ZEC tells us even more bad news.

“The Zimbabwe Electoral Commission (ZEC) Chairperson, Priscilla Chigumba has blocked members of the public from accessing the electoral roll’s database,” reported Zimeye.

“Speaking this week, Justice Chigumba made these statements while announcing that the electoral roll is now at about 5,4 million people

“She also made a strong apparent admission that so far already there are duplicate entries in the database as she said that Zimbabwe is incapable  of solving the problem and it will require new laws to remove them.

There two key issues worth noting here:

1)   The credibility of the whole voting exercise depends on the whole system being seen to be transparent and open for all to see what is happening. Having a verified voters’ roll is one of the key requirements to a credible process. How can the voters’ roll be verified if access to it is denied?

2)   If the data collected in the field was down loaded onto the main system the basis of the biometric key, the finger print or the eye iris or both to make it a double key, then it is impossible to have duplicate entries. ZEC must explain how that happened?

3)   If the fault is the parent parliamentary law that allowed the down loading of the data to be done in such a way that it allowed duplicate entries, as Justice Chingumba is suggesting here. This was a very serious oversight on the part of parliament but given that this oversight is so fundamental, i.e. it is allowing the data to be down loaded without the biometric keys and thus defeating the whole purpose of having the biometric system. There can only be one conclusion; this was a deliberate and calculated move.

As part and parcel of the voters’ roll verification process ZEC will be producing a provisional voters’ roll which will be available for inspection from May 19 to 29, ten days.

“It is referred to as Provisional Voters’ Roll because it may undoubtedly contain some errors that the public may pick out for correction during inspection before it is gazetted as the final voters roll,” explained Justice Chigumba.

“In fact, the inspection of the provisional voters’ roll is in itself a cleaning process as it will assist in removing errors related to addresses, date of births, wrong ID numbers, polling station postings and names.”

How many, people will be able to inspect the provisional voters’ roll check the address, date of birth, etc., etc. and, most important of all as regards these elections, polling station postings are correct, in TEN DAYS?

Nearly one million voters in 2013 were denied the vote because their details were not in the constituency voters’ roll they expected it to be. This year even more voters could be denied the vote since individual details will be available in only ONE polling station. So once the definitive voters’ roll has been produced, even if the voter’s details are in the right constituency, it could be any one of the 25 polling stations! A lot more than one million will be denied the chance to vote by the simple act of polling station postings alone!
 There is no way ZEC is going to produce verifiable voters’ roll, many of us have said this as far back as 2015 when the cut-off date of starting the BVR was missed. It is IMPOSSIBLE to have free, fair and credible elections without a verified voters’ roll!

  1. This is typical Zanu PF move, ignore all calls to take action on a important issue, dilly-dally to no end, and then go through the process in a whirl wind! In the stampede the party will do as it pleases as no one will have a clue what is happening and if they do it will all be over before they can do anything about it! The party did this during the writing of the new constitution during the GNU and now they are at it again with the new voters' roll!!!

    How can the regime give 5.4 million just ten days to check and confirm their details are entered correctly in the new voters roll. This is an impossible task!

    Zanu PF had all the opportunity to start the voter registration exercise in 2015, if not even earlier since the decision to use the biometric system was made during the GNU. Without a verified voters' roll it really in impossible to see how these elections can ever be free, fair and credible! That is simply impossible!

  2. "Our call is to be the servants of the people. You cannot achieve that by forcing people to vote for you. You need to persuade them. We can persuade people to vote for us by showing them that our party has the past, present and the future," said President Mnangagwa.

    This is extremely annoying! President Mnangagwa has stubbornly, stubbornly refused to implement any democratic reforms to take away Zanu PF's carte blanche powers to rig elections. It is clear ZEC will not have a verified voters' roll, there is no free public media, Zanu PF has unfettered access to state resources added up to $4 billion plus whilst the opposition has nothing, etc. Zanu PF is rigging these elections.

    Zanu PF certainly has a well-documented past of corruption, vote-rigging and murderous tyrannical rule. Unless the nation stands firm and demand reform the party will rig this year's elections and get away with it!

    MDC betrayed the nation by failing to get even one reform implemented during the GNU and now they are doing so again by insisting in contesting flawed elections! SADC leaders have advised that Zimbabweans should not go into elections without reforms and they are right!

    "We will not force people to vote for us!" Yeah right! Yet, in the last 38 years Zanu PF has murdered over 30 000 innocent Zimbabweans to establish and retain this de facto one-party dictatorship! And it is none other than ED and many of those in his junta who shed most of that innocent blood.

    Yes, President Mnangagwa you will not force people to vote for Zanu PF, you will persuade them in much the same way you persuaded Mugabe to resign!

    Since Zanu PF will not hold free and fair elections, we must get someone who will!

  3. Gilbert, we are talking about what people can and cannot do. You will never get 5.4 m to check those voters' roll in 10 days, that is a fact.

    What you have completely missed here is that is ZEC making is impossible for people to vote. At every turn this regime has raised the bar making it more and more difficult the the people to vote. WHY?

    Whether you care to admit it or will bury your head in the sand and fact of the matter is Zanu PF is rigging these elections. You pathetic attempts to contest the flawed elections will only give the process credibility without stopping the regime getting its landslide victory.

    In your foolishness to try to win rigged elections you have helped Zanu PF get away with rigging! Rebuild Zimbabwe! How do you rebuild the country by blundering from pillar to post?

    There is no chance of Zimbabwe holding free, fair and credible elections without implement the democratic reforms agreed with SADC in 2008.The only reason we are having these totally meaningless elections is because the opposition are greedy and intellectuals like Ibbo Mandaza are giving them the excuse they need to continue participating by coming up with all these wishy-washy reforms Zanu PF has ignored anyway!


    This is just plan stupid and what is worse we now want to blame others if Zimbabwe should descend into chaos and violence. "We told you so!" How stupid is that, when we are the one who have been warned and refused to listen!

    "SHUT UP IF YOU ARE NOT AN EXPECT IN ELECTIONS! Zimbabweans are the most peaceful people in Africa. IF WE ARE ANIMALS THEN WHY DID WE NOT KILL MUGABE? Zimbabweans do not walk with knives in their pockets simply because they are afraid of robbers. OUR COUNTRY IS READY TO ELECT OUR NEXT PRESIDENT. We have the most educated people in SADC, well-mannered people," you say.

    What I am saying here is common sense, you do not participate in elections that are so flawed winning 73% of the vote is not good enough to get you into State House, as we saw in March 2008! One does not need to be an expert in elections to see what is as plain to see as the headlight pimple on your nose!

    Zimbabweans may be the "most educated people in SADC" but that has not stop us becoming the poorest nation in Africa!

    "Our country is ready to elect our next president!" That is just plan foolish. Zanu PF has always rigged elections denying the ordinary people a meaningful say in the governance of the country. The party is already well advanced in its plans to rig these elections.

    You can "think positive" all you wish that is not going to stop Zanu PF rigging these elections. We are dealing with reality here and not your wishful thinking! The country is in this economic and political mess because of naïve and gullible people like you who refuse to see reality. President Mnangagwa was Mugabe's vote-rigging and murderous henchman for 37 years it is naïve to believe that the removal of Mugabe from power has changed Mnangagwa. He is still a murderous and vote-rigging thug!

    I have encouraged by young brother, nephews, etc. to use condoms as protection against sexually transmitted diseases and not because I feared they will be having affairs with my girlfriend or wife.

  7. Zanu PF is rigging these elections alright. ZEC has admitted it failed to register its target 7 million voters and yet it is registering 100 people a day in Harare. Some people are send off as early as 11 am! This is like running an obstacle race where the regime is the one who finishes the race and does not.

    There really is no point in letting this charade continue. None! We are have these meaningless elections because MDC failed to implement even one reform during the GNU and now they are dragging us into these foolish elections because they are after the scraps Zanu PF throws at them.

  8. How is it possible that it took SADC leaders to underline the need for Zimbabwe to implement democratic reforms as a pre-requisite for free, fair and credible elections. SADC did us a great favour and spelt out for us what these reforms should be. As a nation we showed that we did not have a clue what these reforms were about by failing to get even one reform implemented in five years of the GNU.


    When Zanu PF managed to rig the 2013 election, contrary to Morgan Tsvangirai and his MDC friends' repeated assurance the elections will be free and fair; one would think that was a wake-up call for the nation. Sadly, the church bell alarm bell rung out and we have still failed to understand our situation. We have allowed Zanu PF to carry on with rigging the elections as if the tragic events of the 2008 elections and the GNU itself never happened!


    It is laughable that some one of Dr Ibbo Mandaza should be coming up with these foolish proposals. Anyone in the Army who would dare denounce Zanu PF and mean it know that they will not get a cent from the looting that has been going on in Marange, for example. If the likes of General Douglas Nyikayaramba was to ever give such a verbal undertaking; you can be certain he will be redoubling his efforts to help rig the elections and thus make sure Zanu PF remains in power!

    I agree 100% that if Zimbabwe's repeated failure to sort out it political problems should result in the country descending into chaos and violence, far much worse than what we have seen so far, then it is our fault not SADC or the international community.

    "Akuruma nzeve ndewako!" (He who give you advice is your friend!) as we say in Shona. SADC has given us sound advice, we are being very foolish to continue to ignore it! It is insane to keep contesting in flawed elections!

    Which is why, until comprehensive electoral, media and security sector reforms are enacted and followed to the letter of the law by state actors, and voters can enjoy the benefits of an unhindered democracy and partake in truthfully free and fair elections, Zimbabwe will continue to face the risk of becoming the Southern African version of President Abdel Fattah el-Sisi’s Egypt: a modern dictatorship wrought with repressed freedoms, political instability and never-ending destitution.

    Your analysis is spot-on.

    Zimbabwe had its best chance to end the Zanu PF dictatorship and “enjoy the benefits of an unhindered democracy,” as you call it during the GNU. All the nation needed to do was implement the democratic reforms SADC leaders had already managed to get Mugabe and Zanu PF to sign on to. Morgan Tsvangirai and his MDC friends failed to get even one reform implemented in five years.

    Even then, Zanu PF would have been forced to revisit the reforms if only MDC would listen to SADC advice and stop taking a part in these flawed elections! We are stuck with in this hell-hole not only because of Zanu PF thugs but also because of corrupt and incompetent MDC leaders.
