The US$16 billion Mutapa Investment Fund (MIF) is a game changer
Today I had the privilege of having a 2 hour long learning meeting with the CEO of the MIF @DrJPMangudya at his offices.
As a curious “student”, I had a set of questions which were centered on governance issues, why an investment fund instead of resource based fund and role or relevance of the MIF in the Zimbabwe economy.
As part of his responses to my questions, @DrJPMangudya shared with me MIF’s 5 - year strategic plan with an acronym of FIRE:
Fix, Invigorate, Reinforce & Extract.
In this strategy, it classified the 30 entities under the MIF into four categories:
1. Cash cows
2. Stars
3. Dogs
4. Question marks
Of each of these respective categories, the strategy has tailor-made strategies aimed at achieving 5 outcomes:
1. Financial performance of the entities under the Fund
2. Improvement in corporate governance of the entities under the Fund
3. Improve the contribution of SOEs to GDP - restore the 1996 glory where SOEs contributed 25% of GDP
4. Improve service delivery
5. Build a stabilization fund
As a person who had initially dismissed the MIF, I went into the meeting as a doubting Thomas but I came out of the meeting as a convinced & converted person.
From today, I can speak and argue with facts on why the MIF is a game changer.

Interesting. However I will still maintain the position that there will be no meaningful economic, political or social change in Zimbabwe until we cure ourselves of the curse of rigged elections and bad governance.
Professor Mugano talked of the need for “improved corporate governance”. In Zimbabwe all CEOs and line managers are appointed on the basis of patronage and political connections and not merit. And this weakness can be traced back to parent ministry and right up to State House.
Any one who say Zimbabwe can ever be a prosperous nation and still remain a pariah state is a day-dreamer!And I for one has no time for time wasting day-dreamers!
Remember Mugabe and his scientific socialism “Gutsa ruzhinji!” (Mass property!). It was all hot-air! Zimbabwe’s economy was in decline from the word go and in the period 2000 and 2008 it declined by a world record 50% on the tail of the collapse of the agricultural sector and the money printing madness that saw the hyperinflation soar to nauseating height of 500 billion per cent.
When Mnangagwa took over in 2017, he too was cocksure he would revive Zimbabwe’s comatose economy over night. “Zimbabwe is open for business!” he announced at the World Economic Forum in Switzerland, the world’s premier annual economic gathering of world economic and political leaders.
The expected flood of investors never materialised because investors are a shrewd lot they could see that the military coup was just a musical chairs removing one dictator and replacing him with another. Zimbabwe was still a pariah state ruled by corrupt, incompetent and murderous thugs who rigged elections to stay in power.
Mnangagwa has since revised his “Zimbabwe is open for business!” mantra. He is now promising to transform Zimbabwe from a poor nation with GDP per capita of US$2 000 to US$6 000 by 2030, Vision 2030. This is just a mirage! He has been in power for 8 years already and instead of signs of economic recovery there are signs the nation is sinking even deeper into the abyss. Corruption was bad under Mugabe it has gone into over drive under Mnangagwa.
Mnangagwa promised there will be no electricity power cut in the country only for him to deliver his State Of Nation Address in the dark. No amount of rhetoric and propaganda can trump reality! “Rinemanyanga hariputirwi!” so goes the Shona adage.
The truth is Zimbabweans are an ignorant, naive and gullible people, they are easily conned. They believed Mugabe’s scientific socialism just as readily as they believe Mnangagwa’s vision 2030.
Even the opposition upstarts like Nelson Chamisa have taken advantage of the people’s naivety. He has conned millions to participate in flawed elections to give Zanu PF legitimacy in return for a few gravy train seats. He knew that participating would give vote rigging Zanu PF legitimacy and perpetuate the dictatorship and the nation’s suffering.
“US$16 billion Mutapa Investment Fund is a game changer!” Yeah right! MIF is just another opportunity for the ruling elite to loot, precisely because they are not democratically accountable to the nation!!
In a significant boost to grassroots mobilisation and economic participation, the President handed over a fleet of brand-new vehicles to the ZANU PF Women’s League and Young Women 4 Economic Development (YW4ED).
ReplyDeleteThe Women’s League leadership received six 2025 Toyota Land Cruiser 300 VXR vehicles, while 10 Toyota Hilux GD6 2.8D Double Cabs were allocated to provincial structures. Young Women 4ED also benefited from five Toyota Hilux GD6 2.8D Double Cabs, strengthening their operational capacity nationwide.
The billions of dollars used to buy cars in this year alone would have paid for the construction and equipping of Batoka Gorge Hydro Dam to the benefit of all Zimbabweans and not just a few individuals. Mnangagwa is looting the nation’s wealth and squandering it on dead-end luxuries for his own personal glory. What a criminal waste of material and human resources!
As long as Zimbabwe remains a pariah state the criminal wast of resources will continue. This is the stuff nightmare are made of!

ReplyDeleteI found the article below in a WhatsApp group, it is incisive and it best describes why ZANUPF has survived and why the opposition in Zimbabwe has failed to remove ZANUPF, because Zimbabweans themselves support personalities, not ideas, not a value system, and they are not principled.
As long as this does not change, Zimbabwe will be ruled by ZANUPF.
Until Zimbabweans follow ideas and not sweet talkers with mediocre thinking, they will deserve ZANUPF. Kusa zvida, kana kuzvida, this is the truth!
Zimbabwe will only be free the day its citizens choose ideas over idols, principles over personalities, and truth over sweet talkers. Until then, ZANUPF will keep winning without even trying.
A struggle is driven by ideas, not vibes and sound bites, and until people understand that, they will keep mistaking noise for leadership.

We have been taught, over many years, to follow faces instead of principles, names instead of ideas, and personalities instead of competence. That is why the opposition remains disorganised and powerless. That is why the same system continues to rule.
A nation cannot be liberated by excitement over an individual. A nation is liberated by a shared vision, strong ideas, discipline, and competence.
When we choose a person simply because they are popular, because they speak well, because we “like” them, and not because they are capable, experienced, and grounded in solutions, we become the architects of our own suffering. We cannot blame the regime alone when our own choices sustain the same cycle.
Let me be clear:
This is not about opposition versus government.
This is about Zimbabwe versus corruption, incompetence, and a losing mindset.
A football team does not win because it has a popular player. It wins because it has the best player for the job, the best strategy, the best discipline, and a united vision. But if the owners of the club insist on playing an ineffective player simply because he is their favourite, they must accept the results: defeat after defeat.
Zimbabwe, you are the owners of this nation. And every time you support a personality instead of an idea, you are choosing defeat.
We must now ask better questions:
- Does this leader have solutions?
- Do they understand economics, governance, health, education, jobs, land, and industry?
- Are they disciplined? Are they accountable? Are they selfless?
- Or are they simply popular?
We need a movement of ideas, values, systems, and competence.
We do not seek blind followers. We seek conscious citizens.
Citizens who understand that real change is not emotional. It is intentional. It is informed. It is strategic.
Zimbabwe will only change when Zimbabweans change the way they think.
Stop clapping for noise.
Start supporting solutions.
Stop loving personalities.
Start defending principles.
Stop following crowds.
Start choosing competence.
The opposition is not a person.
The opposition is the suffering people of Zimbabwe.
I am asking you to support a vision for a new Zimbabwe — a Zimbabwe that works.
A Zimbabwe of systems, not strongmen.
A Zimbabwe of ideas, not idols.
A Zimbabwe of builders, not cheerleaders.
The liberation of Zimbabwe does not begin at the ballot box.
It begins in the mind.
And the question is simple:
Will you continue to support personalities…
or will you finally stand for ideas?
May God bless Zimbabwe

AMEN! Chamisa lied about plugging vote rigging loop holes and it is disappointing how many Zimbabweans are refusing to admit a simple historic fact like that!

ReplyDeleteBeing rational is not one of our strengths. In 2017 hundreds of thousands rallied behind the November 2017 military coup because they believed they had to choose Mugabe vs Mnangagwa. It was a false choice no different from a mouse choosing cobra vs black mamba.
The mouse will choose neither the cobra nor black mamba because it knows that either will mean certain death. It will choose to live and thus choose to escape!
Why Zimbabweans failed to realise that Mugabe vs Mnangagwa was a false choice since either one meant the perpetuation of the Zanu PF dictatorship. The real choice was to end the dictatorship and replace it with a healthy democracy. It is very disappointing that there are some Zimbabweans who are once again falling into the trap of thinking Mnangagwa vs Chiwenga is anything but another false choice.

You have not address any of the issues raised because you do not have anything coherent to say. So all you can do is dismiss everything as rubbish and hope the readers do not realise you said nothing to back up you comment. This is to be expected, of course.

Of course, the Chamisa chete chete brigade members mocking the Zanu PF brain dead member is just as idiotic as the bird ngwenhure mocking the rat for eating the crust from the cooking pot, the classical Shona children story. The bird flew away when the rat reminded him that he feeds on figs with maggots!
Both Zanu PF supporters and MDC/CCC supporters are the ones helping Zanu PF stay in power in that both have been conned to participate in the flawed elections to give Zanu PF legitimacy. Are you denying that this is not true?

How naive Chiwenga and Mnangagwa the two sides of the same coin. How many posh cars does Chiwenga have?
