MDC launch PRICE promising 20 reforms by 2023 plebiscite - failed to implement even one last 20 years N Garikai

On 21 January 2020, Nelson Chamisa and his MDC Alliance launched the party’s Agenda 2020 programme of action. Yesterday, 27 February 2020, just a month later, the party launched its Principles for Reliable Inclusive and Credible Elections in Zimbabwe (PRICE) document.

The document proposes 20 key reforms that must be implemented how the party will push to have reforms implemented to ahead of the 2023 plebiscite.

Thank God it is only meaningless programmes of action and documents that MDC has been launching. In the 20 years of MDC A’s existence the party has launched so many programmes and documents; LOAD, RELOAD, START, RESTART, SMART, SMARTER, NERA, MDC A July 2018 election results ConCourt Challenge, AGENDA 2020 and now PRICE (AGENDA 2021 and PRICELESS coming soon). iI these had been rockets to the moon, there will be no space left and one would see the junk from earth!

Copies of PRICE were available after, I took a copy out of curiosity. I have browsed through the document and filed it in the bin! I will only retrieve it if Nelson Chamisa, Tendai Biti or anyone can give me satisfactory answers to the following:

  1. The reforms listed in PRICE are at the heart of the democratic changes to ensure free, fair and credible elections, the nations has been dying for, literally, all these years. The democratic changes implied in the MDC A party’s name. The people of Zimbabwe have risked life and limb to elect MDC leaders into power so they bring about these changes. So why is it that after 20 years of MDC on the political stage we still have rigged elections and not even one meaningful reform has seen the light of day? Not one!

  1. Without doubt, the nation had its best chance ever to implement the democratic reforms during the 2008 to 2013 GNU when Mugabe and his Zanu PF party had their hands tied by the signing of the 2008 Global Political Agreement. It was left to the MDC leaders to implement the reforms and in five years you lot failed to get even one reform implemented. The task of getting the reforms implement now is a lot tougher. If you were not up to the task during the GNU why should the nation believe you can do it this time?

  1. The key to getting any reforms implemented is getting parliament to approve the reform, Zanu PF with its 2/3 majority will never approve any reforms taking away the party’s carte blanche powers to rig elections. What tricks does MDC A have to force Zanu PF will reform itself out of office?

  1. PRICE does not say what MDC A will do if the Zanu PF controlled parliament refuse to implement the reforms. There is “No reform, no elections!” as was the case in the MDC’s 2014 party congress resolution. Was PRCIE silent on boycotting the elections if no reforms are implemented because the leaders know that position is a lead balloon that will never fly?

  1. Why would Zanu PF implement even one reforms when they know MDC A will participate in the 2023 elections even if not one reform in PRICE sees the light of day?

Zimbabwe is in a serious economic and political mess, our people are facing heartbreaking economic hardship and many are dying unnecessarily. The key to all the nation’s problems is implementing the democratic reforms and thus lift the curse of rigged elections and bad governance.

Like it or not, Nelson Chamisa and his MDC friends have failed to implement even one democratic reform in 20 years because they are breathtakingly corrupt, incompetent and they are sell-outs.

PRICE will not force Zanu PF to implement even one reform and we can be 100% certain that MDC A will participate in 2023 elections regardless! In short, PRICE is just a worthless document whose rightful place in the bin!

  1. MDC has failed to get even one reform implemented in the last 20 years and now they say they will get 20 reforms implemented in three years! They had the best chance to get the reforms implemented during the 2008 to 2013 GNU and they took their eyes off the ball. They will not get even one reform implemented and, what is more important, they will participate in the 2023 elections regardless.

Free, fair and credible elections is the key to ending the curse of rigged elections and bad governance. It is clear MDC will never get the reform implemented and we must look for some other team to do it!

  2. “Freedom is not a father Christmas affair, it is not a donation, we cannot expect ZANU PF to be the donor, they cannot donate what they do not have, they are not a source of freedom,ZANU PF and Mnangagwa must reform or deform.

“If you do not reform you will deform and when you deform you are out,” Chamisa said.

The MDC has been calling for reforms since time immemorial without getting an ear from ZANU PF.

This is just another example of rhetorical nonsense! Reform or deform, what does that mean? We have been asking for the implementation of democratic reforms and so what deforms is Chamisa calling for here?

  3. Mangwana was evasive in claiming frantic efforts to rectify the matter were in progress.

“Regarding the stadia that have been deemed fit not for purpose; Govt has already come up with a plan to ensure that Zimbabweans will watch international matches at home.

An announcement will be made within the next few days,”claimed Mangwana.

    Things fall apart!

If the truth be told, every thinking Zimbabwean would rather see their hospitals and schools back in service before one dollar is wasted on the repair of even one stadium. People are dying because even referral hospitals like Parerenyatwa and Mpilo Hospitals have no doctors, nurses, medicine and equipment. In Chegutu Hospital dead bodies have been left in the ward for three days because the hospital's mortuary was out of service for six months! Schools are is such a sorry state that the best pass rates in rural schools such as Chiredzi was 3%.

Zanu PF rigged the 2018 elections and has failed to rig economic recovery. Instead of accepting it has failed the regime is now holding the nation to ransom. This is simply unacceptable!

  4. THE United States is ratcheting up pressure on the Zimbabwean government to expeditiously compensate families of the six people who were shot dead and those injured on the streets of Harare by the military on August 1, 2018.

Shortly after Zimbabweans cast their votes in a disputed poll that was later narrowly won by President Emmerson Mnangagwa, the military deployed soldiers who opened fire on unarmed civilians protesting what they perceived as a delay by the Zimbabwe Electoral Commission (Zec) in announcing the presidential results.

Zanu PF rigged the 2018 elections confident the party will go on and rig economic recovery. The later has proven a bridge too far! The party has no electoral mandate to govern and should step down. Mnangagwa is holding the nation to ransom and that is totally unacceptable!

The Americans are doing us a great favour and maintain the pressure on the regime to step down!

  5. "Some have said the MDC is saying they are not going to participate in elections, we cannot boycott national processes but any election that does not respect conditions for a free and fair election is not national and cannot be an election."

Chamisa said the main opposition will not entertain any future election whose environment would not be conducive for a transfer of power as they were now tired of taking part in sham elections.

He added: "We will make sure that there is no election that is not an election, we are sick and tired of rituals. We are sick and tired of just fixing ourselves on a calendar which does not bring real change to the people of Zimbabwe.”

The bottomline is Nelson Chamisa and his MDC A friends will participate in the 2023 elections just as they have participated in flawed and illegal elections in the past for one reason only - they are greedy. And, what is more, they know that by participating they give ‘credibility’ to the flawed process as David Coltart, MDC A Senator and party Treasurer.

“The worst aspect for me about the failure to agree a coalition was that both MDCs couldn’t now do the obvious – withdraw from the (2013) elections,” confessed Senator Coltart.

“The electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility.”

The truth is that MDC missed the best opportunity ever to implement the democratic reforms during the 2008 to 2013 GNU. They have settled for whatever scraps of power Zanu PF grant them for participating and giving the flawed and illegal elections credibility. They have paid lip service to implementing reforms just for the sake of being seen as still relevant.

MDC will never get any meaningful reforms implemented. Never ever!

  6. “I am lucky that I have broad shoulders and that my husband has broad shoulders and we can get through negative social media backlash,” said Minister Coventry.

“Let’s be honest with each other. Our stadia have been going down and down without proper maintenance and pointing fingers at various stakeholders is not gonna get things going.

“We have to take accountability, how do we fix it. I think this is an opportunity of my ministry and myself because it allows me to engage with people who don’t know the upkeep of stadia doesn’t fall under my ministry, so that’s the first opportunity.”

Ever since the like of Kirsty Coventry and Professor Mthuli Ncube accept their ministerial appointment it was clear they were being brought into cabinet to give it some air of respectability given the majority were corrupt, incompetent and vote rigging thugs. Of course, Coventry and Ncube knew Mnangagwa and company were illegitimate since they had just blatantly rigged the elections, they still agreed to work for the regime out of greed - ministerial post and all the gravy train trappings that goes with it.

If Minister Ncube and Coventry ever believed thy were going to do any great wonders by stopping the country’s rot and decay, then all such delusions should have evaporated within months of taking up office. I am surprised at just how naive and conceited Minister Coventry is.

Zimbabwe’s public health care and education services have all but completely collapsed and only a village idiot would spend a single dollar repairing stadia when even the country’s referral hospitals have no painkillers and rural schools across the country are posting 3% or less pass rates!

Get the hospitals and schools working again, fcuk the stadia!

  7. Financial Times has reported that the relationship between the International Monetary Fund (IMF) and Zimbabwe is now at risk after the Reserve Bank of Zimbabwe secretly resumed printing of the Zimbabwe Dollar.

The IMF which was overseeing the country’s reform drive had advised the central bank to stop printing the money.

The fund on Wednesday, however, said that the programme was “off-track” adding that there was “uneven implementation of reforms, notably delays and missteps in FX and monetary reforms,” resulting in failure to restore confidence in the new currency.

Of great concern to the fund, according to senior officials in the Zimbabwean government,  was a recent discovery which showed that RBZ had, against the IMF’s advice, resumed printing the Zimbabwe dollar to provide state subsidies to gold producers.

The gold subsidy that was intended to support miners who are required by the central bank to convert much of their US dollar export earnings at the official exchange rate, was reportedly one of the central reasons that the IMF came to a conclusion that the programme is off-track.

The publication was further told that the subsidy has now been stopped and a plan to continue monetary reforms without IMF oversight is being crafted.

There are some people who wanted the issue of rigged elections dropped soon after the rigged July 2018 elections and “to give Mnangagwa a chance to fix the economy”. Some of us argued that the issue of rigged elections was of such critical importance to good governance Mnangagwa must not be allowed to remain in office for a single day since he had no democratic mandate to govern.

Now we learn that the economic policies Mnangagwa has been pursuing these last one and half years were “off-track” and the regime had been cheating by secretly printing money. The economic meltdown is worse than ever and, worst of all, we still have no political power to hold the regime to democratic account!

Zimbabwe is in this economic and political mess because for the last 40 years we have accepted the nonsensical position where those in position of power and authority could mess up big time and there was nothing, absolutely nothing, we the public could do about it! Nothing!

We need to restore democratic accountability is we want good governance.

  8. Morgan Tsvangirai sold out big time by failing to implement even one democratic reform particularly during the 2008 to 2013 GNU. It is a great pity that some people continue to bury their heads in the sand and refuse to see failure and betrayal even when there is a mountain of evidence to prove it!

It is this unwillingness to face reality that has allowed mediocre and corrupt leaders to stay in power for donkey years!

  9. @ Zimvigil

'We must return to legitimacy and democracy. Zimbabwe must have a political dialogue that is credible and genuine underwritten by the international community to facilitate a transitional authority that will pave the way for reforms. The National Transition Authority is the appropriate vehicle to turnaround this country,’ said Chamisa

Chamisa talks too much! He and his MDC friends are just as much responsible for the man-made crisis as Zanu PF leaders. MDC had the golden opportunity to implement the democratic reforms during the 2008 to 2013 GNU they failed to implement even one reform.

MDC were warned not to participate in the 2013 and 2018 elections with no reforms in place and they ignored the warnings because of greed.

If the people of Zimbabwe are ever going to implement the democratic reforms and finally end the curse of rigged elections and bad governance then they must find some other people to implement the reforms. Nelson Chamisa and his MDC friends will never implement any reforms.

"Some have said the MDC is saying they are not going to participate in elections, we cannot boycott national processes but any election that does not respect conditions for a free and fair election is not national and cannot be an election,” said Chamisa when the party launched its PRICE document calling reforms.

In short, MDC will participate in the 2023 elections even if not one reform is implemented. Why, indeed, would Zanu PF implement any reforms when the party knows MDC will participate giving the process credibility regardless how flawed and illegal it happen to be.

  10. @ Nduna

“MDC have given themselves a licence to fail and taken away the same from ZANU. When they had a chance during the GNU they squandered it. Do they have the moral high ground to blame ZANU? A big NO! Why should we believe that this time around they are serious about implementing changes? In our naivety we can believe. Listen to the bootlickers applauding every rubbish spewed at them! Disgusting!”

Many Zimbabweans have even now, with all the benefit of hindsight, failed to realise just how corrupt, incompetent and down right sell-outs MDC leaders really are. MDC leaders have not only failed to implement even one reform during the GNU, when the party had the golden opportunity to do so, they have continued the selling out since then. They have participated in elections knowing Zanu PF will rig the elections and worse still that doing so will give the process credibility.

“MDC has stringent measures to stop Zanu PF rigging the elections!” boasted Chamisa. A feeble excuse for participating as we know.

MDC has been pay lip service to demands for democratic reforms. The party has just launched its PRICE document calling for reforms and yet would not rule out participating even if no reforms are implemented.
"Some have said the MDC is saying they are not going to participate in elections, we cannot boycott national processes but any election that does not respect conditions for a free and fair election is not national and cannot be an election,” said Chamisa.

Why would Zanu PF implement reforms and risk losing the elections when they know the opposition will participate for the sake of whatever scraps Zanu PF offers them!

  11. USA Ambassador to Zimbabwe 2004 to 2007, Chris Dell, said in a leaked cable to Washington that Tsvangirai "was a flawed figure, not readily open to advice, indecisive and with questionable judgment.” It was during the 2008 to 2013 GNU that Tsvangirai showed the world just how corrupt and incompetent he was. The SADC leaders literally begged him to implement the democratic reforms, which was the principle purpose of the GNU, and Tsvangirai ignored their advice.

Zimbabwe is still stuck with this corrupt, incompetent and tyrannical Zanu PF dictatorship because Tsvangirai and his MDC friends failed to implement even one reform even when they had the golden opportunity to do so. But to listen to the MDC leaders and supporters exalting Tsvangirai you be forgiven to think they are talking of another Tsvangirai. It is little wonder the country is in a real mess; if you cannot see a corrupt and incompetent leader even with the benefit of hindsight then you really are lost and beyond the pale!

  12. Meanwhile, Chamisa has said the situation obtaining in Zimbabwe and the failure by President Emmerson Mnangagwa to solve the country's challenges have vindicated the late former President Robert Mugabe when he said his long-time aide had no capacity to take over the reins.

Well Mugabe was a control freak tyrant who surrounded himself with the most corrupt, incompetent and brain dead individuals he could find only to use that as an excuse for refusing to give up power. The late Joshua Nkomo was one of the few leaders around Mugabe whom most people would agree was capable of thinking for himself. The likes of the late Simon Mudenda, Joyce Mujuru and now Emmerson Mnangagwa are all brain dead!

As much as MDC leaders and supporters will not want to admit it, it is still a historic fact that the late Morgan Tsvangirai was brain dead. The ease with which Mugabe toyed with Tsvangirai especially during the GNU, he was reduced to little more than the dictator’s poodle, speaks volumes.

The real big surprise is that even with all the evidence of Tsvangirai’s breathtaking incompetence there are still MDC diehard loyalists who considers him hero and genius par excellence!

Chris Dell, USA Ambassador to Zimbabwe 2004 to 2007, wrote off Tsvangirai as ”a flawed figure, not readily open to advice, indecisive and with questionable judgment.” And yet with the mountain of evidence to prove Dell was right, some people still refuse to accept the truth. There is no one more blind than he who will not open his eye!

Fighting over Tsvangirai’s legacy - what legacy!!!!!!
