The Zimbabwe Catholic Bishops Conference (ZCBC) has strongly criticised the proposed Constitutional Amendment No. 3, warning that the changes threaten democratic principles and undermine the supremacy of the people's will.
In a pastoral statement titled "In Defence of Truth, Justice, and the Voice of the People", the bishops said the amendment poses a serious challenge to the foundations of national governance, trust, and the common good.
Quoting scripture - "For what does it profit a man to gain the whole world and forfeit his life?" (Mark 8:36) - the bishops urged Zimbabweans to reflect deeply on the implications of altering the Constitution without broad public consent.
"Our Constitution is more than law; it is a solemn covenant, born from the overwhelming will of Zimbabweans in 2013, embodying our collective hopes for justice, unity, peace, and prosperity," the bishops said.
They emphasised that the voice of the people must remain supreme, noting that all legitimate authority flows from citizens, who entrusted leaders with a five‑year mandate ending in 2028.
"Proposals that shift power from the electorate to a few - such as weakening direct presidential elections, extending terms without fresh consent, or bypassing safeguards like referendums - diminish this sacred trust," the statement read.
The bishops reminded President Emmerson Mnangagwa of his own oft‑quoted phrase, "the voice of the people is the voice of God", warning that sidelining public participation risks fracturing national unity and the spirit of ubuntu/unhu.
They expressed deep concern that the amendment would consolidate power in the Executive by:
- Removing direct presidential elections, distancing leaders from the people's mandate.
- Extending terms of office from five to seven years without seeking a new mandate.
- Circumventing Section 328(7), which prevents incumbents from benefiting from term extensions without a referendum.
- Increasing presidential control over judicial and prosecutorial appointments, risking political interference.
- Weakening electoral integrity by transferring key functions away from the Zimbabwe Electoral Commission (ZEC).
- Allowing traditional leaders to act in a partisan manner, altering their constitutional role as neutral community custodians.
The bishops warned that weakening checks and balances threatens peace, justice, and public confidence in national institutions.
"Peace endures not by force, but through fair, transparent, and independent institutions," they said, adding that captured institutions "divide rather than unite".
Addressing Members of Parliament and Senators directly, the bishops urged them to resist political pressure and uphold the common good.
"You bear a sacred duty before God and the nation: to govern for the common good, not personal or partisan gain," they wrote, quoting Matthew 10:28 to encourage moral courage.
The ZCBC concluded by calling for truth, justice, and fidelity to the Constitution as the nation debates the proposed amendment.
“A bird in the hand is worth two in the bush!”
The proverb means it is better to be content with what you have than to risk losing everything by seeking to get more.
Zanu PF is a party of ruthless thugs who have managed to retain their iron grip on absolute power by twisting this proverb by convincing the people to give up the bird in hand for 200, not just 2 a hundred or even a thousand times that.
You can fool SOME people ALL the time but you cannot fool ALL people ALL the time!
Well Zanu PF and MDC/CCC leaders have managed to fool the overwhelming majority of our people for 46 and 26 years and counting respectively. Even some of the Zimbabweans, the Catholic Bishops for example, one would think should KNOW better have been fooled.
The Catholic Bishops condemned Zimbabwe’s 2023 elections as flawed because Zanu PF blatantly rigged the process. SADC and AU election observers too condemned the election process as flawed and illegal.

The SEOM (SADC Election Observer Mission) noted that, as detailed in sections 6 and 7 of this report, some aspects of the Harmonised Elections fell short of the requirements of the Constitution of Zimbabwe, the Electoral Act, and the SADC Principles and Guidelines Governing Democratic Elections (2021),” stated the SEOM report.
Mnangagwa and his regime ARE illegitimate because they did not get the people’s mandate to rule Zimbabwe. This is the bird in hand!
Mnangagwa did not want the nation to dwell on the rigged 2023 elections and so he introduced the ED2030 Agenda in which he was to extend his stay in office beyond the maximum two term limits. The 100 000 birds in the bush! It worked!
The irony is if the people had pursued the issue of rigged 2023 elections to its full conclusion, ie have Mnangagwa and his regime declared illegitimate, they would not be ED2030 Agenda/ Constitutional amendment No. 3 to worry about.
It is bad enough the ordinary Zimbabweans were easily conned with Amendment No. 3 into forgetting Zanu PF is illegitimate yet again, but not the Catholic Bishops too. Fcuk me!
The Zanu PF vote rigging juggernaut in full swing. And Zanu PF still has its trump card - it can and will blatantly rig the process! The nation would have had a fighting chance pursuing the legitimacy battle following the rigged 2023 elections.
Stopping amendment No. 3 will stop Mnangagwa staying on beyond 2028 but will not stop the regime rigging 2028 elections and imposing another Zanu PF dictator. The worst case scenario is that the amendment sails through and the Zanu PF regime gains even more dictatorial powers and consolidate its iron grip on power. And all because the nation did not have the common sense to focus on the fight to deny Zanu PF legitimacy for rigging 2023 elections!

Mnangagwa knew that his regime would not resist the sustain pressure demanding the implementation of democratic reforms and end this curse of rigged elections. He throw into the politic ring ED2030 Agenda which has since morphed into Constitutional amendment No. 3, seeking to extend his stay in office beyond 2028. This is nauseating! How many times has Chamisa claimed that he, Nelson Chamisa, has been anointed by God and #Godisinit! He claimed that he was going to win the 2023 elections because he “plugged all the Zanu PF vote rigging loop holes. #Godisinit! This was God’s plan and God’s plan will NOT fail!”
We know that Zanu PF blatantly rigged those elections and he himself admitted to the rigging with out ever admitting that he had lied. 1) We are stuck with a corrupt, incompetent and tyrannical Zanu PF ruling party who leaders have denied the people their fundamental right to a meaningful say in the governance of the country. The thugs believe they have the divine right to rule by virtue of conquest. They have silenced all dissent and critics calling them puppets of the west.
2) The nation has had many opportunities to end the Zanu PF dictatorship especially during the 2008 to 2013 GNU, MDC leaders sold out! Ever since the GNU debacle MDC leaders have conned the nation to participate in flawed elections to perpetual the dictatorship out of greed. MDC/CCC leaders are in Zanu PF's deep pockets, they are not puppets of the West but Zanu PF itself; they will never ever deliver any meaningful democratic changes.
3) Last but not least is the people themselves, they have followed political leaders blindly like sheep to the slaughter. Mnangagwa and his Zanu PF cronies are seeking, through Constitutional Amendment Bill No. 3, to take away the right for the people to elect the president directly.
They want parliament to elect the president. The party has learned that It is easier to rig a constituency election than a national election.
The ordinary people are painfully aware how Zanu PF has all but taken away their vote in constituency elections and that in the national vote for president their vote still had some residual power. This is the reason why they do not want that little power taken away too!

ReplyDeleteIn 1980 Zanu PF threatened the nation that if the party did not win the election the bush war would continue. The people voted to end the war and in that vote they lost their right to a meaningful say in the governance of the country. They one and only weapon to fight off the tyrants and oppressors, the wolves at the door.
Zanu PF got into power in 1980 and set out to consolidate the party's iron grip on power starting with the 1983 to 1987 Gukurahundi massacre who primary purpose was to force PF Zapu to join Zanu PF and clear the way for the imposition of a de facto one party dictatorship. The more power Zanu PF got the more they demanded.
This Constitutional Amendment Bill No. 3 is but the latest Zanu PF manouerve in the regime's march to acquire absolute power. The real tragedy for Zimbabwe is that there are many just as keen to give the regime all it is demanding in the spirit of appeasement, the same spirit of appeasement of 1980! ReplyDeleteThere are three key things we should be worried about regarding the Constitutional amendment bill No. 3:
1) The President and MPs were elected by the people in 2023 (let us assume for now that the said elections were free, fair and credible) for a maximum term of FIVE years. The amendment is seeking to extend the maximum FIVE years by another two years and it is the elected officials and not the people who are deciding that. This is a mockery of the people having the power for it is the tail that is now wagging the dog.
2) Giving the elected the power to extend their ter in office will set a dangerous precedence which will be near impossible to end since it is the elected, the beneficiaries, who will have the power to abolish it!
3) Zanu PF rigged 2023 elections and, by participating in the flawed process, the opposition gave the regime. It is infinitely easier for Zanu PF to rig this amendment process than the 2923 elections and there is already a mountain of evidence that the regime is rigging. WHY, OH WHY, IS THE OPPOSITION PARTICIPATING IN THE PROCESS KNOWING FULLY WELL THAT DOING SO WILL GIVE ZANU PF LEGITIMACY?

Those who do not learn from the past are doomed to repeat the same mistakes and hence the Gukurahundi nightmare has been repeated again and again. 2005 Operation Murambatsvina, 2008 operation Mavhotera Papi, 2017 military coup and in between the usual blatant cheating and vote rigging.
The individuals named in Gukurahundi were the key players in all the acts of barbarism and murder that followed. And we have even rewarded Mnangagwa and Chiwenga with the highest offices in the land when they should be in prison or worse! And if the truth were to be told it was the inability of the MDC party during and immediately after their participation in the GNU to practically analyse everything related to the reforms that formed the basis for participating in the elections that were to be conducted upon the expiration of the GNU.
MDC failed to take heed of what one of the South African envoys who were seconded to monitor the process of that GNU when she warned MDC not to participate in those elections until all those reforms were implemented.
I remember very well when that envoy, Nkosazana Zuma, had to endure the tongue lashing of Mugabe when she told Tsvangirayi not participate in those elections until all reforms were implemented.
But no, MDC went ahead and got the shock of their life when they dismally lost a pathetically rigged election to ZanuPf that had mobilised its resources by plundering Chiyadzwa diamond fields.
I also remember very well when Tendai Biti who was minister of finance in that GNU complaining bitterly that his ministry was not receiving any proceeds from Marange diamonds simply because Zanupf had created a parallel system in which the proceeds from Chiyadzwa where being invested straight into ZanuPf coffers instead of the nation.
Yes, we shouldn’t dwell on the past but it is the past that has shaped our present circumstances through that blunder.”

Christian teaching still has the 10 Commandments as part of its teaching because they are still relevant. The Commandments are over 3 000 years old and the GNU events are not even 20 years ago and you think they are irrelevant. If you learned that MDC/CCC leaders sold out then why are millions still following these failed leaders blindly like sheep to the slaughter?

It is pointless explaining to you how the reforms should have been implemented - you do not know what the reforms are! It is like explaining how to solve quadratic equation who has no clue what simple arithmetic is about!

How naive! The overwhelming majority of these who have believed Chamisa’s idiotic lies are in the diaspora and in the urban centres and not in the rural areas. Instead of acknowledging that Chamisa lied to them and that they were foolish to believe these idiotic lies again and again our idiots in the diaspora and urban centre are ignoring the evidence and historic facts because they cannot believe that Chamisa is a liar. To them he is a demigod who can do no wrong. And all those saying otherwise are “blaming” Chamisa for something he did not do, period.
Chamisa is not only a mere mortal but one with a well documented track record as corrupt, incompetent, a liar and a conman. How anyone can believe him to be a demigod in this day and age beggars belief!

Zimbabwe has been stuck in this economic and political mess for the last 46 years because we have millions of voters out there Who are so dum and stupid they believe political leaders, from both sides of the divide, are demigods And the politicians have exploited this weakness to con the idiots to do all manner of stupid things to help keep the leaders in power. Why have the people risked all to elect MDC/CCC leaders these last 26 years?
Answer: they believed the MDC/CCC leaders would bring about the democratic changes to end the Zanu PF dictatorship. They have had 26 years now including the 5 GNU years to implement the democratic changes.
Zanu PF has blatantly rigged the elections - proof the dictatorship is strong and thriving - proof MDC/CCC leaders have sold out in bring about the democratic changes.
A rational person will be demanding a serious review of MDC/CCC leaders’ performance with an eye to have them replaced. An idiot would sweep the past under the carpet, “GNU and MDC are just memories”, and trust the same corrupt, incompetent and utterly useless MDC/CCC leaders to deliver change! Thank God, there are a few Zimbabweans with a bit of common sense in a sea of brain dead nincompoops, some of them nameless (of course, they know they are nincompoops hence the reason they are hiding)!

You are right on one specific point with one correction, instead of Zimbabwe you should say Zanu PF. “Zanu PF boasts of an impeccable history of upholding the dictates of the law.” Zanu PF has insisted that the party has held free, fair and credible elections ever since the country’s independence. Boasting of holding free and fair elections is one thing and actually doing it is another.
Zanu PF has never ever held free, fair and credible elections. Never ever!
Zanu PF blatantly rigged the 2023 elections. All the election observers including SADC and AU condemned the election process as flawed and illegal. Mnangagwa insisted the elections were free and fair and dismissed SADC and AU observers as “our detractors”! There is already a mountain of evidence that Zanu PF is rigging the amendment process; it is much easier to rig the amendment than the election process!
As much as SADC and AU condemned Zimbabwe’s 2023 elections; they could not go the extra mile and deny the regime legitimacy, as they did in 2008, because Chamisa conned millions to participate in the flawed elections. Chamisa & co. have known giving Zanu PF legitimacy is the heavy price the nation will pay for participating in flawed elections. Chamisa & co. have soldiered on regardless out of greed, as David Coltart, leading MDC/CCC leader, readily confessed.
“The worst aspect for me about the failure to agree a coalition was that both MDCs couldn’t now do the obvious - withdraw from the (2023) elections. The electoral process was so flawed, so illegal, that the only logical step was to withdraw, which would compel SADC to hold Zanu PF to account. But such was the distrust between the MDC-T and MDC-N that neither could withdraw for fear that the other would remain in the elections, winning seats and giving the process credibility,” confessed David Coltart in his Book, The Struggle Continues 50 years of Tyranny in Zimbabwe.
The real tragedy here is that millions of ordinary Zimbabweans have failed to realise that MDC/CCC leaders are running with the povo hare and hunting with the Zanu PF hounds. One does not need to be a rocket scientist to see that Chamisa was lying about plugging all vote rigging loop holes to stop Zanu PF rigging the 2023 elections. Worse still, many still refuse accept that Chamisa is a liar even now with the benefit of hindsight!
Zanu PF is rigging this amendment process and it is the same mind-numbing stupidity that is making millions participate in the process only to give Zanu PF legitimacy! They have been conned by the like of Tendai Biti and Professor Lovemore Madhuku into participating on the grounds there is no risk in them participating in the flawed process since Zanu PF cannot rig and punish through the amendment.
These people have once again been conned into believing they can win a flawed and illegal process even now after 46 years of rigged election! They have yet to realise that rules to ensure elections are free, fair and credible are there for a good reason.

The follow up question is even more important: Do you know that by participating in a flawed process you give the passing of the amendment legitimacy? How many times have Zimbabweans participated in flawed processes only to perpetuate the dictatorship and the nation's own suffering!

Worse still the regime will be back fight for more tyrannical powers just as it has done after Gukurahundi massacre.
